Police launch scheme to educate bikers

PolicePOLICE yesterday announced the introduction of a new programme to help combat the alarming number of deadly and serious motorbike accidents which have occurred on the island in recent years.

According to the figures presented yesterday at a news conference given by the Chief of Police Michael Papageorgiou, 271 motorbike riders and bike passengers have lost their lives in the past ten years.

The new programme launched yesterday is called Bikesafe and is based on a similar programme which is successfully running in the United Kingdom at the moment.

“The objective of the programme is to use specially trained members of the Traffic Police to train and educate young motorbike drivers, and all motorbike drivers which are in the high risk group of drivers.” Papageorgiou said. He continued by saying that an effort is being made to reduce the numbers of deaths and serious accidents which involved motorbikes.

According to further figures presented by Papageorgiou the 271 that lost their lives represents 27 per cent of the total number of traffic casualties in Cyprus. Furthermore he added that 65 per cent of the 271 dead were not wearing a protective helmet, and 50 per cent were under the age of 25.

The programme Bikesafe which was introduced by the Traffic Department Chief Demerits Demetriou, Lieutenant Harris Evripidou and the Chief of Police, will start next Saturday and take place every Saturday after that between 8am and 1pm at the Lecture Hall of the Park of Traffic Safety opposite the Police headquarters in Nicosia.

Demetriou and Evripidou explained that applicants for the programme need to fill out the relevant form and submit it to the email address bikesafe@police.gov.org or by fax to 22607092.

All applicants must hold a valid motorbike licence and arrive at the park with their own bike which should be in good condition with all the necessary paperwork in order.

In addition motorbike drivers need to bring their own safety equipment such as helmet, jacket, pants and gloves however they will not be required to pay any fee to take part, unlike the scheme in the UK, which costs 100 pounds sterling.

In addition Demetriou said that to motivate young motorbike drivers to take part, all persons successfully completing the course will be given a special certificate which could help them pay lower insurance fees, if specific insurance companies agree to the appeal by the police.

Bikesafe is a two part course. The first part is a theory course and consists of guidance in subjects such as, how to overtake, how to acknowledge possible dangers, group trips and awareness while on the road.

Following the theory course, successful applicants will undergo a practical test where the designated instructors will advise and evaluate them while driving on the open road.

Demetriou stressed that correct training was needed for young motorbike drivers in the attempt to lower the startling number of causalities.

He concluded that while the number of overall deaths on the road were decreasing yearly, the number of motorbike deaths remained constant between 21 and 36 every year. However he was confident that that by taking part in the programme, motorbike drivers would improve their ability and help them have more confidence on the road which in turn would allow them to enjoy their motorbike experience even more.

Campaign targeting drivers and passengers of motorcycles and scooters outside schools 13th to 26th September

PoliceThe Police, as part of ongoing efforts to prevent and reduce road accidents and for consolidation of road awareness in the young and school pupils on the opening of the new school year, there will be a nationwide campaign to control drivers and passengers of motorcycles and scooters outside schools and other places frequented by students (training centers, public gardens, etc.).

Unfortunately, many students in Secondary and Technical Education, drive motorcycles on their way to and from school and other everyday movements, without holding a valid driving license and therefore without insurance coverage. Also, committing a host of other infringements of the Laws and Regulations of Traffic, so make themselves and others in serious threat of serious and fatal road accidents.

The campaign will be run in cooperation with traffic and local stations.

Επίσης, διαπράττουν σωρεία άλλων παραβάσεων των Νόμων και Κανονισμών της Τροχαίας, με αποτέλεσμα να θέτουν τους εαυτούς τους, αλλά και άλλους συνομήλικους τους, σε σοβαρότατο κίνδυνο πρόκλησης σοβαρών και θανατηφόρων τροχαίων δυστυχημάτων.
Η εκστρατεία θα πραγματοποιηθεί μεταξύ των ημερομηνιών 13/9 – 26/9/10 και κατά τη διάρκεια της, θα διενεργούνται αυξημένοι έλεγχοι των μαθητών που οδηγούν δίκυκλα από μέλη του Κλάδου Τροχαίας και των Σταθμών Πόλεως και Υπαίθρου.

During the press conference diplomas will be awarded to the police officers who attended the RoSPA run course.

PoliceDuring the month of September the police plan a nationwide campaign on the use of safety belts.

The safety belt usage rate is unsatisfactory and the number of dead drivers and passengers not wearing seat belts in 2010 remains high.

Of 19 car drivers and passengers who died and were required to wear a seat belt, 13 (68,42 %) were not wearing seat belts.

Κατά τον μήνα Σεπτέμβριο και μεταξύ των ημερομηνιών ( 6 -19/09/2010), έχει προγραμματιστεί από την Αστυνομία, παγκύπρια εκστρατεία ελέγχου χρήσης ζώνης ασφάλειας.
Το ποσοστό χρήσης ζώνης ασφάλειας κρίνεται μη ικανοποιητικό, αφού ο αριθμός των νεκρών οδηγών/επιβατών που δεν φορούσαν ζώνη ασφάλειας κατά το 2010 εξακολουθεί να παραμένει μεγάλος.
Συγκεκριμένα, από τους 19 νεκρούς οδηγούς και επιβάτες αυτοκινήτου που είχαν υποχρέωση να φέρουν ζώνη ασφάλειας, οι 13 ή ποσοστό 68,42℅ δεν έφεραν ζώνη ασφαλείας.

Fourth motorbike death this month

PoliceA 22-YEAR-OLD man was killed in Nicosia yesterday after hitting a truck with his motorcycle, making him the fourth motorcycle fatality this month.

Marios Komatos, who was not wearing a crash helmet, added his name to a long list of road fatalities resulting from motorcycle crashes.

The crash took place in the Yeri industrial estate at around 1.25pm.

The 22-year-old was headed to Dhali when under unknown circumstances he crashed into the rear of a truck and overturned.

This was the fourth death this month involving a motorcyclist who had not been wearing a crash helmet.

*** Σε τροχαίο δυστύχημα που σημειώθηκε σήμερα το απόγευμα, έχασε τη ζωή του Μάριος Κόμματος, 22 ετών από το Γέρι.
Το δυστύχημα συνέβη γύρω στις 1.25μ.μ., όταν η μοτοσικλέτα που οδηγούσε ο Κόμματος στην οδό Φτελιάς, στη Βιομηχανική Περιοχή Γερίου, με κατεύθυνση το Δάλι, κάτω από συνθήκες που διερευνώνται, συγκρούστηκε σε προπορευόμενο φορτηγό, το οποίο οδηγούσε 58χρονος.
Από τη σύγκρουση, ο 22χρονος ο οποίος δεν έφερε προστατευτικό κράνος, τραυματίστηκε κρίσιμα και μεταφέρθηκε με ασθενοφόρο στο Γενικό Νοσοκομείο Λευκωσίας, όπου γύρω στις 1.45μ.μ. πιστοποιήθηκε ο θάνατος του.
Το Τμήμα Τροχαίας Λευκωσίας διερευνά τα αίτια του δυστυχήματος.

Toddler dies after accidentally being run over by her grandfather

PoliceNICOSIA village Paleometocho was yesterday plunged into mourning, after a pensioner accidentally ran over his 14-month-old granddaughter.

According to the police, 14-month-old Eleftheria Ioannou was being looked after by her grandparents when at a little after 9 am, she escaped her grandmother’s attention and went through the basement onto the road outside and sat on the ground behind her grandfather’s parked car.

Her grandfather then started up the car and reversed, running over the toddler. As soon as he realised what happened, he rushed his granddaughter with a neighbour to a private hospital, where doctors attempted for over three hours to save the little girl’s life. She passed away a little after noon.

News and MediaTHE POLICE are absolutely right in seeking to impose an automatic driving ban on anyone who has reached 12 points for traffic offences. That it is not standard practice, some 10 years after the introduction of the points system, is very strange indeed. In fact the existing law limits the effectiveness of the points system.

Under the current law, when a driver has reached 12 points he or she is taken to court and the judge decides whether the licence should be revoked. In other words, the driving ban is not a certainty when someone reaches or exceeds 12 points – a good lawyer may earn the driver a reprieve or a specific judge could be particularly lenient in dealing with traffic offenders.

This is not the only problem related to the current law. The long delays before a court-case was heard meant that a driver could accumulate well over the maximum number of points and still be driving. According to police figures, there were drivers who had accumulated 30 points and were still allowed to drive because their cases had not been heard by court.

Under these conditions, the points system is pretty ineffective. Neither are our roads made safer, nor is there a real deterrent against speeding and reckless driving.

We suspect the law was passed in this form because deputies, the majority of whom are lawyers, wanted to generate more business for the profession – another reason for people to seek legal advice and go to court. There can be no other explanation for the provision that gives the decision for the revocation of the driving licence to the courts, which only takes a decision two to three years after a driver exceeds the 12 points.

The police are perfectly justified in trying to introduce a new, simplified law which will not require a judge to approve a driving ban. As soon as a driver reaches 12 points he or she would automatically be banned from holding a driving licence, for a pre-determined period of time. For second offences, the ban would be longer. There should also be tough penalties for people violating a driving ban.

Whether the new law proposal will be approved by the legislature, a few months before parliamentary elections, remains to be seen. But without tough penalties our roads will not become safer. Perhaps deputies need to be told about Spain’s experience. In Spain, the introduction of the automatic driving ban made people drive more carefully. The result – road deaths were cut by 50 per cent.

Increased traffic measures Sunday 8/29/2010

PoliceBecause increased traffic movement expected on Sunday after the public holidays, on motorways, suburban streets and particularly on the main roads of the coastal and mountain areas, the police will take additional measures for the prevention of road accidents and control of traffic movement.

Extra measures will be taken on Sunday evening on returning from the common mountain resorts and especially in the Troodos road – Astromeritis Nicosia, Larnaca motorway – Nicosia and Limassol – Nicosia, and the old road of Limassol – Nicosia.

If required there will be diversions to traffic from main routes to secondary routes.

Drivers urged to be vigilant and to comply with traffic signs and instructions of the police to avoid accidents.

Λόγω της αυξημένης τροχαίας κίνησης που αναμένεται να παρατηρηθεί την ερχόμενη Κυριακή 29/8/2010 κατά την επιστροφή του κοινού από τις διακοπές του, στους αυτοκινητόδρομους, υπεραστικούς δρόμους και ιδιαίτερα στις κύριες οδικές αρτηρίες των παραλιακών και ορεινών περιοχών, η Αστυνομία θα λάβει επιπρόσθετα μέτρα για την πρόληψη των τροχαίων δυστυχημάτων και για άμβλυνση της τροχαίας κίνησης.
Αυξημένα μέτρα θα ληφθούν το απόγευμα της Κυριακής κατά την επιστροφή του κοινού από τα ορεινά θέρετρα και ειδικότερα στο δρόμο Τροόδους – Λευκωσίας μέχρι τον Αστρομερίτη, στους αυτοκινητόδρομους Λάρνακας – Λευκωσίας και Λεμεσού – Λευκωσίας, καθώς και στον παλαιό δρόμο Λεμεσού – Λευκωσίας.
Ενημερώνεται επίσης το κοινό, ότι σε περίπτωση που οι ανάγκες το απαιτούν λόγω αυξημένης ροής των αυτοκινήτων προς την πρωτεύουσα, θα υπάρξει εκτροπή της κυκλοφορίας προς τον παλαιό δρόμο.
Οι οδηγοί προτρέπονται να είναι ιδιαίτερα προσεκτικοί και να συμμορφώνονται με τα σήματα τροχαίας και τις υποδείξεις των επί καθήκοντι αστυνομικών για αποφυγή δυστυχημάτων και ταλαιπωρίας.

Tractor driver 80, dies

PolicePaphos: A fatal accident which occurred yesterday whereby an 82 year old, George Evangelou, from Limassol died.

The accident happened between the hours of 2pm and 5pm on a rural road in the village of Mousere, Paphos, when a tractor driven by Evangelou drove off a cliff 40 meters deep and was fatally injured.

*** Σε θανατηφόρο δυστύχημα που συνέβη χθες στην επαρχία Πάφου έχασε τη ζωή του ο 82χρονος Γεώργιος Ευαγγέλου, από τη Δωρά Λεμεσού.
Το δυστύχημα συνέβη μεταξύ των ωρών 2μ.μ. και 5μ.μ. χθες, σε αγροτικό δρόμο, σε περιοχή του χωριού Μούσερε της επαρχίας Πάφου, όταν ο γεωργικός ελκυστήρας που οδηγούσε ο 82χρονος, κάτω από συνθήκες που διερευνώνται, κατέπεσε σε γκρεμό βάθους 40 μέτρων, με αποτέλεσμα ο Ευαγγέλου να τραυματιστεί θανάσιμα.
Ο 82χρονος μεταφέρθηκε με ασθενοφόρο στο Γενικό Νοσοκομείο Πάφου, όπου διαπιστώθηκε ο θάνατος του.
Η Τροχαία Πάφου σε συνεργασία με τον Αστυνομικό Σταθμό Κουκλιών διερευνά τα αίτια του δυστυχήματος.

PoliceTHE GOVERNMENT is preparing a bill that will allow automatic revocation of drivers’ licences once 12 points have been accumulated.

According to the head of Police Headquarters’ Traffic Department, Demetris Demetriou the Road Safety Council had recently decided that the system of penalty points currently in place in Cyprus needed to be revised and updated.

Semetriou said this year a delegation of police visited Spain to learn how similar measures had cut road deaths by over 50 per cent. The same measures could be adopted here.

Under the Spanish system, new drivers start with 12 points.

If they are caught speeding or over the limit, they lose points for each offence.

When their points run out, the licence can be immediately revoked.

They also have to repeat their driving test at a cost of €450 and attend police seminars to improve their driving skills.

Once they get the licence back their new limit before being penalised is then eight points.

This system is currently not possible under Cypriot law, where points are added from zero per offence, and can continue to be accumulated while a case goes through the courts.

According to police figures, in June 285 people had accumulated 13 points, 144 accumulated 14 points, and there were drivers who had accumulated 30 points and yet were still allowed to drive.

“After this decision, a committee was appointed at the Communications Ministry – with the participation of the Road Transport Department and the police – and we have said that when a driver has amassed 12 points, he or she will be banned by law from the right of possessing a licence for a period of time that hasn’t been decided yet,” Demetriou said.

The committee is due to meet again on the 24th September.

“There are also other provisions, one of which is that there will be gradual increases in the fines and penalty points imposed for violations, such as speeding or driving under the influence.”

Demetriou said once the bill was completed, it would be assessed by the Legal Services and then submitted to parliament for discussion.

Another bill has already been submitted to parliament requesting a reduction in the current acceptable breathalyser alcohol limit from 22 mg to 9 mg – around half a glass of beer for certain drivers.

“A bill has already been submitted to parliament for a reduction of the acceptable alcohol limit for beginner drivers and special categories of drivers – such as bus drivers, lorry drivers, taxi drivers and drivers of vehicles carrying dangerous cargoes,” said Demetriou.

“Driving under the influence of alcohol has been the main reason for fatal road accidents in the past four years in Cyprus,” he added.

“From the start of this year, 92,553 drivers were alcohol tested, of whom 4,976 were found to be over the limit and arrested. “This means, one in 19 drivers checked were driving over the limit,” said Demetriou. This was a record, he added.

Another motorcyclist killed

PoliceLimassol: A fatal collision occurred around 11 pm yesterday when a car being driven by a 37 year old in Ayia Zoni Street, Limassol, collided with a motorcycle driven by the 29 year old.

The motorcyclist was fatally injured and taken to Limassol General Hospital where his death was confirmed.

The driver of the car was arrested to assist with the investigation.

Το θανατηφόρο τροχαίο, συνέβη γύρω στις 11 το βράδυ, όταν αυτοκίνητο που οδηγούσε 37χρονη αλλοδαπή, στον οδό Αγίας Ζώνης στη Λεμεσό, κάτω από συνθήκες που διερευνώνται, συγκρούστηκε με μοτοσικλέτα που οδηγούσε ο 29χρονος.
Από το δυστύχημα ο μοτοσικλετιστής τραυματίστηκε θανάσιμα και μεταφέρθηκε στο Γενικό Νοσοκομείο Λεμεσού, όπου διαπιστώθηκε ο θάνατός του. Στην οδηγό του οχήματος διενεργήθηκε προκαταρκτικός έλεγχος αλκοόλης με μηδενική ένδειξη.
Στη συνέχεια εναντίον της εκδόθηκε δικαστικό ένταλμα και συνελήφθη για διευκόλυνση των ανακρίσεων.
Η Τροχαία Λεμεσού διερευνά τα αίτια του δυστυχήματος.

18 year old injured in motorcycle accident

PoliceLarnaca: About 3.30am today in Athens Avenue an 18 year old passenger on an motorcycle was seriously injured when the bike hit the pavement, and the rider a 17 year, old lost control.

The passenger had serious head injuries and was transferred to Nicosia General Hospital.

The rider was uninjured.

PoliceChlorakas Avenue, Paphos: About 2:20 a.m. today, a car was in collision with a motorcycle being driven by a 20 year old man. The driver of the ran off and is being saught by police.

The motorcyclist was injured and conveyed to Paphos General Hospital.

*** Γύρω στις 2.20π.μ., σήμερα, αυτοκίνητο το οποίο οδηγούσε άγνωστο πρόσωπο, στη λεωφόρο Χλώρακας στην Πάφο, κάτω από συνθήκες που διερευνώνται, συγκρούστηκε με μοτοσικλέτα που οδηγούσε 20χρονος από την Πάφο.
Από το δυστύχημα τραυματίστηκε ο 20χρονος, ο οποίος μεταφέρθηκε με ασθενοφόρο στο Γενικό Νοσοκομείο Πάφου, όπου κρατήθηκε για νοσηλεία.
Ο άγνωστος οδηγός αμέσως μετά το δυστύχημα εγκατέλειψε τη σκηνή.
Η Τροχαία Πάφου διερευνά τα αίτια του δυστυχήματος.

PoliceThe Cyprus Police, in cooperation with the European Traffic Police Network (TISPOL), will take part in a pan-European campaign.

The speed control campaign will take place between the dates 23-29 August 2010.

Speeding is one of the main factors causing serious and fatal traffic accidents.

Η Αστυνομία, στο πλαίσιο της συνεργασίας της με το Ευρωπαϊκό Αστυνομικό Δίκτυο Τροχαίας (TISPOL), θα λάβει μέρος στη διεξαγωγή νέας πανευρωπαϊκής εκστρατείας.
Πρόκειται για εκστρατεία ελέγχου ταχύτητας, η οποία θα πραγματοποιηθεί μεταξύ των ημερομηνιών 23 – 29 Αυγούστου, του 2010.
Υπογραμμίζεται για ακόμη μια φορά, ότι η υπερβολική ταχύτητα, αποτελεί ένα από τους κύριους παράγοντες στην πρόκληση θανατηφόρων και σοβαρών τροχαίων δυστυχημάτων.

Motorcycle death – Kato Paphos

PolicePAPHOS – A 28-year-old man from Polis was killed in a road accident in the early hours of Tuesday.
According to the police report, Kyriakos Kyriakides was driving in the Kato Paphos area at around 5.30 when he lost control of his high powered motorcycle and crashed into a parked car.
He was rushed to Paphos General Hospital in critical condition and succumbed to his injuries an hour later.
Police suspect speeding was a significant factor in the crash.
